The planning staff develops county wide plans, provides services to local municipalities, manages transportation planning and programming, and coordinates the County’s recycling programs. The Planning Staff also provides support to the Armstrong County Planning Commission for the administration of the County Subdivision and Land Development Ordinance.

Subdivision and Land Development Ordinance

The Ordinance authorizes the Armstrong County Planning Commission to review and approve all subdivisions and land developments in Armstrong County.  The Ordinance is designed to provide uniform standards and procedures for the safe and coordinated development of the county.  Below are links to Subdivision and Land Development information and frequently used forms.

Transportation Planning

Armstrong County is one of ten counties comprising the membership of the Southwestern Pennsylvania Commission (SPC). The SPC works with the member counties, PennDOT and other organizations as the Metropolitan Planning Organization (MPO) for southwestern Pennsylvania. The MPO is responsible for developing a long-range transportation plan, the transportation improvement program (TIP) and other transportation related documents and reports. 

Transportation Improvement Program

The 2015-2018 Transportation Improvement Program for Southwestern Pennsylvania identifies the priority highway and bridge improvements programmed for advancement from October 1, 2014 through September 30, 2018. The adopted 2015-2018 TIP includes the priorities for Armstrong County and identifies reasonable estimates of both available funds and anticipated project expenditures. The TIP is acted upon by SPC, the Commonwealth of Pennsylvania, and the Federal Highway Administration.  The 2015-2018 TIP became effective on October 1, 2014.

Bicycle Suitability Maps

SPC's transportation planners recently conducted a study to evaluate cycling conditions of the regions state highway network.  As a result of the study, preliminary bicycle suitability maps were created.  These maps are availabe for review and comment at:  http://www.spcregion.org/trans_pedbike_maps2.shtml#arm.   

Public Participation Panel (PPP)

Local citizen involvement in the regional planning process is a high priority for Armstrong County. The primary means of receiving public input on transportation issues is through the local Public Participation Panel. The Southwestern Pennsylvania Commission maintains Public Participation Panels (PPP’s) for each county in the ten-county region. The panel means citizens do not need to travel outside their own county to comment on planning issues because the PPP provides a local opportunity to address their needs. All PPP meetings are open to the public.

The Armstrong County PPP Members are appointed by the Board of Commissioners to represent the population of the county in regards to region, income, ethnicity, special needs and or interests. Members relay the information from the meeting back to the groups and regions they represent. They are also important partners in assisting Armstrong County and SPC in reaching out to involve the general public in the planning process.  The Armstrong County PPP meets as needed when an important planning document or report (such as the TIP) is under public review. All meetings are advertised and open to the public.

 Liquid Fuels Program

Annually, the county receives funds from the Commonwealth of Pennsylvania for the inspection, construction, maintenance and repair of county owned bridges and roads.   The county owns 33 bridges as well as small sections of roads serving the County Courthouse, the County Jail, Belmont Complex and the Armsdale Administration Building.  Thirty-one of the 33 county owned bridges as well as 34 municipal bridges are inspected every two years using Liquid Fuels Funds.

As funds are available, the county also seeks proposals and provides grants to local municipalities.  The proposed project must be considered a non-maintenance activity and be eligible to receive Liquid Fuels Funds (The PA Department of Transportation Bureau of Municipal Services determines eligibility requirements and definitions of non-maintenance projects). Proposals are evaluated based on the following: Type of Project, Traffic Volume, Safety Improvements, Access Improvements, Secured Funding Sources and Readiness of the Project.  Municipalities whose projects are selected are required to submit a PennDot MS-339 Application for County Aid form. In 2016, the County Commissioners awarded $152,210 in fourteen municipalities.

Uniform Construction Code Group

The Pennsylvania Uniform Construction Code (UCC), Act 45 of 1999, became law in 2004 and provides uniform standards for new construction and renovations throughout the state. Over 90% of Pennsylvania's 2,562 municipalities have elected to administer and enforce the UCC locally using their own employees or via certified third party agencies (private code enforcement agencies) that they have retained. Thirty-three local municipalities have elected to jointly administer the UCC through participation in the Armstrong County UCC Group.  The Group contracts with Bureau Veritas to provide third party inspection services for a set fee schedule.   Individuals seeking information on construction requirements or building permits in participating municipalities may contact Bureau Veritas at 724-548-1414 or 866-378-7717. 

Municipal Directory

The Armstrong County Municipal Officials Directory lists all elected and appointed officials in each of the county’s forty five municipalities.  The directory also provides contact information for all county officials as well as United States Senators and Congressman and Pennsylvania General Assembly members representing Armstrong County.

Local Government Assistance

The planning staff provides a variety of services to local municipalities.   These services include assistance in the development of local ordinances, identifying state and Federal program opportunities and technical assistance in planning and zoning.

Armstrong County Comprehensive Plan

The Armstrong County Comprehensive Plan was adopted by the Board of Commissioners on April 7, 2005.  The Comprehensive Plan is the result of a planning process that produced a vision of where residents would like to see the county in 20 years.  The plan includes detailed analysis, policy statements and recommendations to guide housing, economic development, transportation, recreation, public facilities, and land use.

Armstrong County Comprehensive Recreation, Park, Open Space and Greenway Plan

Recognizing the importance of parks and recreation in Armstrong County , the Board of Commissioners authorized the development of the Armstrong County Comprehensive Recreation, Park, Open Space & Greenway Plan (2009). The plan includes an inventory of all county, municipal, and regional recreation facilities. Based on extensive public input, the plan includes 11 Visions for the Future and specific strategies to fulfill the vision.

Armstrong County Housing Needs Analysis

In 2008, the county completed the Armstrong County Housing Needs Analysis.  The analysis presents the housing needs of the county, an examination of the housing market and the factors that influence it.  The analysis includes a series of specific actions to help address housing needs of current and future residents.

Solid Waste Management Plan

The Municipal Waste Planning, Recycling and Waste Reduction Act of 1988, (Act 101), shifted the authority for municipal waste management from local municipalities to counties.  With that authority is the responsibility to develop plans, which provide for secured disposal capacity for a period of at least ten years as well as the implementation of recycling programs consistent with the goals of the Commonwealth.  The county’s first Municipal Solid Waste Management Plan was adopted in 1990 and revised in 1993 and again in 2005.  Under the provisions of Act 101, counties are required to review and update their plans every 10 years or when their disposal contracts expire. ACT 167 Storm Water Management Plan

The County is in the process of completing Phase 1 of the County's Act 167 Storm Water Management Plan.  This process is part of the statewide initiative referred to as the Pennsylvania Storm Water Management Act, Act 167.  The statewide Act 167 Storm Water Management Plan can be viewed on the DEP website.
